October Road and Bridge Update

Whitemarsh Township News

Butler Pike – this road is owned and maintained by Montgomery County. Montgomery County officials reported to the Board of Supervisors at their meeting last week that a contact for engineering services was awarded for the design of the repairs to Butler Pike. The engineering has started. Due to the number of utilities that must coordinate in the repair design the County reports that the work to make the repairs will not be complete until January 2021.

West Valley Green Bridge – this bridge is owned and maintained by Montgomery County. Montgomery County officials reported to the Board of Supervisors at their meeting last week that a contract to repair the bridge was awarded to allow for the re-opening of the bridge with a weight restriction while work in underway on the design and replacement of the bridge. The Bridge is closed to traffic due to the County Engineers deeming the bridge structurally unsound. They anticipate the bridge to be re-open in March 2020.

Intersection Improvements

Stenton Avenue - the work at this intersection involves the installation of designated left turn lanes in both directions from Stenton Avenue and a designated right turn lane from Flourtown Road. Stormwater improvements will also be made at the intersection. This is one of the five intersections the Township must improve by Court Order and the Court will not let us delay the work. Due to a PECO gas line that needed to be relocated in the project it has delayed our contractor in the original planned staging of the phased road work. PECO was further delayed due to the massive amount of rock they hit when digging the trench to relocate the gas line. The Township is meeting regularly with the PECO and the General Contractor to make sure this work is expedited as much as possible.

The Township has already completed traffic light installations at two intersections along Stenton Avenue and Militia Hill Road. The intersections of Joshua Road and Stenton Avenue and Joshua Road and Flourtown Road will be widened and left hand turn lanes will be built in all directions.

Coordination of Projects – Township works hard to coordinate projects when possible. The issue faced with Whitemarsh Township is that we are under Court Order to complete the intersection improvements and the Court will not let us delay the work. When planning for this work, West Valley Green Bridge was open at the time which would help alleviate some of the congestion. This was an unforeseen closure and the Court was clear the work could not be delayed. Due to a PECO gas line that needed to be relocated in the project it has delayed our contractor in the original planned staging of the phased road work. PECO was further delayed due to the massive amount of rock they hit when digging the trench to relocate the gas line. That pushed the closure of Stenton back to after the start of school. The Township is meeting regularly with the PECO and the General Contractor to make sure this work is expedited as much as possible. There was no way to feasibility keep the road open to perform the work needed for this project in a safe manner. Even if we could have kept the road open, it would have added months onto the work in the area further exacerbating the traffic issues. I understand it looks like a lack of coordination with regards to the work but understanding the reality of the Court Order did not make that possible.
